What is a master plan?
A long term land use plan with the purpose of safeguarding areas in case of future demand, which takes into account community, economic, and environmental impacts.
It involves completing a comprehensive study that usually describes the short-, medium-, and long-term development plans to meet future aviation demand.
Why was it updated?
Airports need to update their master plans to adapt to changing demand and technologies.
The master plan and resulting airport layout plan should be updated when there are existing or potential shortcomings to the existing plan or when the existing plan projects have been completed. Federal funding for on-airport projects can only be provided for proposed development that is on an FAA approved plan.

To hear from the public, stakeholders, and technical advisers to craft a plan that will meet the needs of the airport, its users, the surrounding community, and the region.
The goal of a master plan is to provide the framework needed to guide future airport development that will cost-effectively satisfy aviation demand, while considering potential environmental and socioeconomic impacts.
What are the steps for completing a master plan?
Documenting the issues the proposed development will address
Providing a graphic representation of existing airport features, proposed airport development, and anticipated land use
Justifying the proposed development through the technical, economic, and environmental investigation of concepts and alternatives
Establishing a realistic schedule for implementation of proposed development
Proposing an achievable financial plan to support the implementation schedule
Validating the plan technically and procedurally through investigation of concepts and alternatives
Preparing and presenting a plan that addresses all relevant issues and satisfies local, state, and federal regulations
Establishing a framework for a continuous planning process
